IMSS-Wellness was born, the body that will serve people who lack affiliation to the health system

The Official Gazette of the Federation published this Wednesday the decree for the creation of the IMSS-Well-being as a Decentralized Public Organization that will have more capacities to build the health system throughout the country; as reported yesterday by the general director of the IMSS, Zoe Robledo.

Zoé Robledo indicated that it is about the evolution of the program IMSS Wellbeingnow to a public body that may have much more capacity to build the health system: “A body, a public institution, not sectorized, with its own assets, technical autonomy and most importantly, that has infrastructure, equipment and technical professionals and health auxiliaries of the highest level to guarantee what we are looking for, that is, that we have these levels of care in terms of quality, free of charge and opportunity”, he indicated.

It should be noted that all those people who do not have social security will benefit, since it seeks to guarantee that IMSS-Wellness has the same levels of care for the entire population, regardless of age, sex, social class or whether or not you are affiliated with the IMSS.

Article 2 of said Decree reads: “IMSS-BIENESTAR aims to provide people without affiliation to social security institutions free comprehensive medical and hospital care with medicines and other associated supplies, under criteria of universality and equality, in conditions that allow them progressive, effective, timely, quality and without any discriminationeither through the Comprehensive Health Care Model of the Mexican Institute of Social Security or, as the case may be, the Health Care Model for Well-Being, which must consider comprehensive care that links health services and community action, as determined by its Governing Board.”

The decree establishes that the body’s governing board must be installed within 30 calendar days following the publication of this document, and must be made up of officials from the Ministry of Health, the Ministry of Finance and Public Credit, the Ministry of Labor and Social Welfare, the Secretary of Welfare, and a representative of the majority union of workers. The meeting will be chaired by the head of the IMSS, a position currently held by Zoé Robledo.

Also in article 3 it states: “To fulfill its purpose, the IMSS-BIENESTAR will have the budgetary, material, human, financial and infrastructure resources transferred directly by the governments of the federative entities charged to its own or free resources.” provision…”

Although they have not yet reported what the requirements are to obtain all the benefits or when the registration will begin, the general director of the IMSS assured that everyone will benefit, since the objective is to have more capacities to build the health system in the country.

This is how it reads in the Eleventh Transitory: “The Mexican Institute of Social Security, through the IMSS-BIENESTAR Program, will take the necessary measures to guarantee the provision of health services to the population without social security, while the procedural stages are concluded and the legal obligations referred to in the preceding paragraphs are fulfilled, in accordance with the applicable legislation.”

As data, Currently, of 33 million Mexicans, 26% of the national population is completely unaffiliated with health services. and only 45% of the population, more or less 56 million people, are affiliated with the IMSS, ISSSTE, state ISSSTE, Semar and Sedena, 27% (33.8 million people) are affiliated with public systems other than social security, such as Insabi and IMSS Bienestar and 2% have private insurance or affiliation to another institution.
