Thousands of Palestinians fled to the area when the Israeli military operation in Rafah began earlier this month, according to maps and leaflets distributed a few days earlier, which Israel classified as “humanitarian and safe.”

Philippe Lazzarini, the head of the U.N. agency for Palestinian refugees, said Monday that images from the day of the attack were “testimony to how Rafah has become hell on earth.”
Israeli operations increased after the International Court of Justice on Friday demanded that Israel immediately cease its military activities in Rafah.
