The United States special envoy to the Middle East, Amos Hochstein, has arrived in Israel after visiting Lebanon to negotiate a ceasefire in that country. Hezbollah leader Naim Qassim has assured that the ceasefire is “in Israel’s hands” after reviewing the latest proposal presented by the United States.

– Withdrawal of Israeli troops from southern Lebanon.

– The deployment of Lebanese troops to areas near the border between that country and Israel.

– Transferring Hezbollah’s weapons north of the Litani River to the Blue Line (a de-militarized zone along the border, created by the United Nations in 2006 through its Resolution 1701).

– Israel has the right to “self-defense” to attack Hezbollah if threatened again.

– Full implementation of UN Resolution 1701, which ended the war between Hezbollah and Israel in 2006, but which has not been implemented. The resolution prohibits the presence of any foreign troops in Lebanon without the consent of the government; Demands, among other measures, the disarmament of all armed groups in Lebanon and respect for the Blue Line.

– Creation of a mechanism to monitor the implementation of Resolution 1701 under the chairmanship of the United States.

Israel has emphasized that,

– Even after the agreement, it should have the right to attack Hezbollah.

– Hezbollah must withdraw from southern Lebanon to ensure the safe return of residents of northern Israel.

– Any transport of weapons to Hezbollah must stop, a measure included in resolution 1701.

Lebanon wants,

– Immediate withdrawal of Israeli troops after a ceasefire is declared to allow the deployment of the Lebanese Army and displaced people to return to their homes.

– The agreement contemplates the right of “self-defense” of both parties, not just Israel.
