The document, titled “America First, Russia and Ukraine Second”, was written by Kellogg and former national security adviser Fred Fleitz. There, both say the war is at a “stalemate” and that “future U.S. military assistance will require Ukraine to participate in peace talks with Russia.”
Ukraine fears that a plan with these characteristics would mean abandoning the borders as they are on the war front, which in practice would result in the annexation of Ukrainian territories occupied by Russian forces into Russia.
