Requests from users who have already purchased an electric vehicle and are waiting for help from Moves III exceed the budget that this subsidy program currently has by more than 248 million euros. This is clear from data provided by IDAE, the Institute for Diversification and Energy Conservation, dependent on the Ministry of Ecological Transition, which is responsible for distributing funds to the various autonomous communities that then manage them.

IDAE, which limits itself to collecting information sent by the autonomies, indicates that the total volume of requests amounts to more than 1.448 million euros, while the budget currently allocated to regional governments amounts to just over 1.087 million. About 112.74 million remains to be distributed among the various territories of the program, the total funding of which is 1200 million. On Tuesday, the executive announced an extension until December 31 next year (it expired on July 31), but gave no clarity on how much extra money it would have, worrying a sector that sees sales of electrified cars continuing unabated. .

In a draft that the government presented to the automakers association Anfac, the government was going to allocate an additional 200 million for the Moves III plan, according to people familiar with the matter. However, at a press conference after the meeting of the Council of Ministers on Tuesday, First Vice President and Minister of Finance Maria Jesús Montero did not give any figures (except for the 50 million allocated for Moves Mitma for electrified trucks). In a statement from the Council of Ministers published a few hours later, the executive branch spoke of 626 million euros. Where this figure comes from is unclear, as none of the ministries involved are giving an explanation for this, and whether this is actually the money that Moves III will have until December 31 (some sources indicate that this figure includes calculations such as depreciation declared executive director). For its part, the Royal Decree in question did not appear in the Bank of England’s release this Wednesday.

Pending information on how much money Moves III will have, the program leaves doubts in the sector, which fears that much of the aid already requested will remain uncovered. As the newspaper learned, the engine asked the government to increase the amount by 400 million to cover both those already submitted and those that continue to arrive. This is the same amount as the two previous extensions of the program, which increased from 400 to 1200 million from the European Next Generation funds. The IDAE data shows, for example, that the Community of Madrid has already processed requests for assistance from Moves III amounting to 336.8 million, which is double the money allocated for this autonomy. Madrid is the only region that has agreed to concessions beyond the funds it has available, and has received requests for assistance that are almost three times the money it received from the program.

IDAE data also shows the large inequalities that exist between different autonomies in responding to the requests they receive. Thus, the most populous region of the country, Andalusia, has already approved the delivery of 67% of its available funds, while Murcia or Extremadura barely reach 13% and 16% respectively.

The industry is asking for direct help

One of the demands that the engine has made for many years is that aid be provided directly and that it be centrally managed to avoid so many differences in its application between autonomous communities. According to various sources, the average wait to receive assistance from Moves III is typically one to two years, although it can be longer.

For this reason, the government is exploring the possibility of meeting the sector’s request and making the assistance direct, although this will not happen this year. “It’s true that we need to make some changes to the aid delivery system. The government has reflected on the need to be more flexible and provide immediate assistance to customers, perhaps through dealers. “We have spoken with various ministries to ensure that the 2025 model includes these improvements, which were discussed with Anfac and the sector,” admitted this Wednesday the Secretary of State for Transport and Sustainable Mobility José Antonio Santano during an event organized by Spanish. Dealers claim that the manager has communicated with them about this, but the conversation has been suspended for now.

That assistance is provided at the time of purchase has been a major source of disagreement between the executive and Wayne Griffiths, the chief executive of Seat and Cupra, who resigned as Anfac chairman two weeks ago due to a lack of support from the electric car boss. . This is unprecedented for the association, which has initiated a round of contacts between its members to appoint a new leader (Recasens from Renault seems to be the a priori favorite, but the position of manufacturers such as Stellantis is still unknown).

The truth is that EV sales data is painful. Until May, the market share was 4.48%, down from 4.87% in the previous year. If we add the supply of plug-in hybrids, the market share is still below 10%, which is far from not only the main European countries, but also from neighbors such as Portugal, and brings Spain closer to European countries. . from the east. In addition to extending Moves III until the end of the year, the government announced on Tuesday the allocation of an additional 50 million euros for Moves Mitma, an amount that, in addition to renewing the program (which expired in April), will, according to sector sources, help address already requested assistance that remains uncovered.
