The National Lottery was born in 1811 during the reign of José Napoleon Bonaparte in Spain. The latter was located in the southern part of Spain, where the state treasury was very dissatisfied and needed liquidity to resolve the war of independence. Ciriaco González Carvajal, secretary of the Cortes of Cadiz, took the initiative to create a new lottery system to increase government revenue, thereby avoiding the introduction of a new tax that could cause social unrest and economic problems for taxpayers. The initiative received the approval of the Cortes, and on March 4, 1812, the first draw of the Modern Lottery (the predecessor of the current National Lottery) was held.

The first draw of the modern lottery took place in Madrid on February 28, 1814, and since then the lottery’s headquarters have remained in the Spanish capital. After the death of Fernando VII, the Modern Lottery changed its name to the National Lottery.
