Without a governor, without a Base Law and without a May Pact, Javier Mieli will star in the event to be held in Córdoba today, May 25. The president will arrive in La Dócta – “the land of Conan” – around 1 p.m. with an itinerary very different from the one he had in mind in March: very little remains of the milestone administration of the liberator, which will be replaced by a withered picture in front of the Córdoba town hall. Without militancy or much leadership – the invitations were issued in the last 24 hours and there will be dozens of absences of his own and those of colleagues – Mieli will deliver an institutional speech, in which the cabinet will be fired upon. However, the presence of Nicolás Poz at the event will try to calm rumors of his imminent departure, although in the liberal universe he has already been dismissed. Meanwhile, those who will contribute to the National Day will be unions and leftist organizations, which will lead various protests in the city.
Invitations began circulating Thursday night. The halt of the Bases Law had mortally wounded the May Pact and turned the act in Córdoba, which Karina Miley had been preparing for weeks, into an empty package. Signing the Decalogue with governors without the law made no sense, so the purpose of the ceremony was lost. Gradually the concept was revised, but the news did not reach attendees until less than 48 hours after the event was to take place. Liberal senators and representatives, who were promoting the scrapping and sale of Aerolineas Argentinas, could not travel because, by the time they learned there was an event, flights had already been sold out. “The airlines have reduced flights everywhere and now there are no flights,” complained one important libertarian leader, unperturbed by the irony.
PRO leaders who are trying to maintain a kind of “officialdom but with autonomy” will not travel either: many were not invited, others preferred to continue with their regional agenda. The Bullrichissimo will give gifts and will have Laura Rodríguez Machado as his local ambassador (in addition, of course, to the presence of the Minister of Security herself, Patricia Bullrich). “Mauricio has given no indication of going,” however, he said in the rest of the PRO, where Macri is leading the attack to limit Bullrich’s power of influence.
Among those accompanying the president will be his ministers, who will arrive in Córdoba with Miley by military plane. Even the Chief of Staff, Nicolás Posse, whose absence at the concert in Luna Park caused a crisis at the top of the government. His presence will aim to calm the open-air detention that is being led by some leaders of the Casa Rosada – whose head is the secretary of the presidency – who want to establish that Posse’s days are numbered. There are several leaders of La Libertad Avanza who interpret that the Chief of Staff is “in a tight net” and that his departure is almost a reality. The president himself indicated that he would review his entire government team when the novel of the Basis Law ends: a way of removing the journalistic telephoto lens on Posse, but a recognition that he does not rule out his departure.
Javier Mieli will start the National Day with a tandem at the Metropolitan Cathedral in Plaza de Mayo at 9 a.m., attended by Vice President Victoria Villarruel, national officials and liberal legislators. After noon he will begin his journey with his entourage to the city of Córdoba, where he will be received by Governor Martín Larriora. The event will begin at 3 p.m. in the town hall just off Plaza San Martín and will be an “open town hall,” an attempt to reverse the liberal format, given the impossibility of signing an “agreement” with the governors. “It’s going to be a kind of first revolutionary junta,” said a liberal who, when asked who would replace Viceroy Cisneros, replied ironically: “Pause.”
Miley will be the only speaker at an event whose intent will be more institutional than refoundational. However, the content of the speech has plunged people and others into uncertainty. It is assumed that he will refer to Congress and its refusal to approve the foundation legislation and fiscal package for the time being. The question is whether he will once again attack the “rat’s nest” that does not provide him with the tools of government or, instead, he will opt for a more subtle speech similar to the one at the opening of the general session (in which he first announced his desire to call on governors to sign the “May Pact”). “It will depend on how much legislation is needed. But Miley likes the logic of exposition. Only he has an idea of what matters most, but I imagine that he will put it in the deepest detail,” analyzed a bullrichista converted to Mileyism.
In the Senate they are expected. “Do you want an opinion? Well, let’s wait and see what the president says on Saturday,” hardline senators who refused to put their signature on the official opinion had been saying since Wednesday. The atmosphere in the upper house is hostile: negotiations with the government do not reach a successful conclusion and every time the president speaks – such as when he threatened to veto any legislation that generates a fiscal deficit – senators fight. An unfortunate comment could once again disrupt negotiations for the base law.
Dozens of posters and parades in the streets of the city of Córdoba on the eve of the president’s arrival repeated the message: “Miley Kuliadazo.” Although the provincial police was responsible for removing them immediately, the images had already gone viral on the network. The warm welcome of some groups in Córdoba included, in turn, a “papafritazo” in which they began to distribute cones of french fries on which was the inscription “The country is not for sale.” The reason? It is rumored that the president has an alleged fear of this food.
But the most surprising thing will be the reception of unions and leftist organizations, who have prepared a wave of protests in the city from the afternoon. The ATE will start the protest at the entrance of the Taravella International Airport and block some of the access roads to the city. The regional CGT will gather in the center and take action against the Base Law and the DNU. Meanwhile, Polo Obrero will also organize a march.
“President, the governors failed you, but rest assured that we are going to go on,” said Rodolfo Aguiar, secretary general of the ATE, sarcastically, and concluded: “You failed to sign the May Pact, but you should not even be able to do it. Act calmly. He should know that he is not welcome in any province. With his policies he is destroying them all.”
