At the heart of the issue is the opening of two facilities in the Albanian cities of Shengjin and Gjedar on the other side of the Adriatic Sea – agreed with the Albanian Prime Minister, Edi Rama – to stop migrants arriving in Italy and thus relieve pressure on their host networks. .
