Although the former undersecretary has said that he lost his memory before leaving the Peruvian restaurant and only remembered it the next morning, he does not appear disoriented or unstable in these images. On the other hand, his former advisor seems completely irregular, walking towards the center of the road without considering the risk posed by vehicular traffic. CIPER had access to a video showing the second arrest of then Undersecretary Manuel Monsalve and his advisor in the taxi in which they both rode on the night of 22 to 23 September. The vehicle had stopped a few minutes earlier, as he was vomiting, and then continued towards the complainant’s house. This new milestone is what was recorded in the images that CIPER is now transmitting. In them it can be seen that the complainant gets out of the car and, under the influence of alcohol consumption, starts walking in an unsteady manner, and instead of staying on the footpath, she walks towards the center of the road, as if confused. Without taking into account vehicle traffic.
At the same time, the two vehicles started moving in the direction of the complainant as the traffic light at the previous corner had changed to green. Then, Monsalve walks towards her, but he does so with much more confident steps, almost jogging, with no obvious signs of instability, he takes her hand and leads her back to the car. The officer, always indicating her state of incontinence, makes no resistance to returning to the vehicle. A few moments later, the car departs for its third and final stop: the Panamericano Hotel, scene of the events described in the complaint eventually filed by the former counselor for rape and sexual abuse.
In the video, which is a distant shot and the complainant’s face cannot be seen clearly, CIPER covered his face to protect his identity.
These images of the former Undersecretary, in which there are no indications that he has lost consciousness, could be relevant to the process being carried out in the 7th Guarantee Court, where this Tuesday the 19th the hearing will be formal.
That’s because Monsalve has said he doesn’t remember what happened after dinner at the Peruvian restaurant Aji Seco Místico. This was communicated to both Minister Carolina Toha and President Gabriel Boric, who had already announced this to the Prosecutor’s Office.

In relation to the state the complainant was in, the images appear to be consistent with the description she gave of her lack of consciousness that night:
“I don’t remember how I left that place (Peruvian restaurant). I don’t remember how I reached your hotel, because I woke up in your hotel itself. I don’t remember anything at all. Nothing like this had ever happened to me in my life. My first memory in the morning is that it was still dark and I lost track of time. I was feeling dizzy and had severe headache. He explained to the prosecution, “I was still half unconscious and I remembered at that moment that there was a meeting, I had to get up early, and I heard that they said no, that it was suspended.”
The video can also be used by the defense, which is interested in demonstrating to the court that no coercion or force was used by Monsalve. This followed press reports where it was suggested that there may have been conflicts in some of the itineraries between the restaurant and the Panamericano Hotel.
